Postcolonial Continuities in German Refugee and Asylum Policies

This workshop highlights traces and effects of colonialism that we experience in Germany on a daily basis as well as illustrate the continuity of colonial practices and attitudes, which were current in areas of Africa occupied by Germany until 1918 and which continue to be effective in a covert fashion until today. The focus will be historical models and continuities in Germany’s current refugee and asylum policy. Primarily we deal with three aspects of refugee and asylum policy: collective residences and/or camps; „Asylbewerberleistungsgesetz“; the residence obligation. The immediate consequences of German colonialism for today’s society in the FRG, the heritage of Germany’s colonial policy and its effects on thinking and acting of the white German population will be discussed. These are particularly conspicuous in a refugee, asylum, and migration policy that is stamped with the mark of racist patterns of thinking as well as in the way refugees and migrants are treated in the FRG.

Der Workshop soll Spuren und Auswirkungen des Kolonialismus beleuchten, die wir in Deutschland alltäglich erfahren, und eine Fortführung kolonialer Praktiken und Einstellungen aufzeigen, die in den bis 1918 von Deutschland besetzten Gebieten Afrikas gängig wurden und bis heute unterschwellig weiter wirken. Der Schwerpunkt wird auf historischen Vorbildern und Kontinuitäten in der aktuellen Flüchtlings- und Asylpolitik Deutschlands liegen. Es geht vorrangig um drei Aspekte der Flüchtlings- und Asylpolitik: Unterbringung von Geflüchteten in Sammelunterkünften bzw. -lagern, das Asylbewerberleistungsgesetz und die Residenzpflicht. Die unmittelbaren Folgen des deutschen Kolonialismus auf die heutige bundesrepublikanische Gesellschaft, das Erbe der kolonialen Politik Deutschlands und dessen Auswirkungen auf das Denken und Handeln der "weißen" deutschen Bevölkerung werden diskutiert. Diese werden besonders in der von rassistischen Denkmustern geprägten Flüchtlings-, Asyl- und Migrationspolitik deutlich sowie in der kolonialen und rassistischen Art und Weise, in welcher in der BRD mit Geflüchteten und Migrant_innen umgegangen wird.
