European Housing Struggles against Financialisation and Austerity (Droit au Logement / Colectivo Habita / SPOK)

The European Action Coalition for the Right to Housing and to the City

Längst sind Stadt- und Wohnräume überall zu Anlageobjekten der globalen „Finanzindustrie“ geworden. Wohnungsmangel, explodierende Mieten und Gentfrifizierung, aber auch spekulative Leerstände, Vernachlässigung und Verschuldungsproduktion versetzen die europäischen Städte in eine Wohnungskrise nach der anderen. Nach dem Crash der Hypothekenverbriefungsblase 2007/2008 haben Hunderttausende ihre Wohnungen verloren. Das europäische Krisenregime verschärfte das Desaster. In Portugal und Griechenland setzt/e die „Troika“ die Abschaffung spärlicher Elemente staatlicher Wohnungspolitik durch. Der „Fiskal-Pakt“ sorgt europaweit dafür, dass trotz wachsender Armut noch weniger Geld für das soziale Wohnen da ist. Unterdessen boomt das Geschäft mit Immobilien-Finanzanlagen wieder, gerade auch in der BRD. Aber auch kritische Interventionen, Proteste, direkte Aktionen und praktische Wiederaneignungen sind stark angewachsen. Seit 2013 versucht das „Europäische Aktionsbündnis für das Recht auf Wohnen und die Stadt“ neue Ansätze für eine transnationale Abstimmung der vielfältigen lokalen Bündnisse zu entwickeln. Mit gemeinsamen Initiativen soll sowohl dem globalen Immobilienkapital als auch dem Europäischen Austeritätsregime Paroli geboten werden. AktivistInnen von „Droit au Logement“ (Paris), „Colectivo Habita“ (Lissabon), „SPOK“ (Amsterdam), sowie von Mieter_innen-Organisationen aus der BRD berichten über ihre lokalen Kämpfe und die bisherige Erfahrungen mit diesem transnationalen Ansatz. Since decades housing and urban infrastructure everywhere has been transformed into assets of the global financial “industries”. Housing shortage, rocketing rents and gentrification as well as speculative vacancies, disinvestment and debt-creation have pushed European cities into one housing crisis after the other. After the crash of the mortgage-securitisation-bubble 2007/2008 hundreds of thousands people lost their homes. The European crisis regime has worsened the disaster. In Portugal and Greece the “Troika” is forcing the governments to abolish their rare elements of housing policies. Across Europe the “Fiscal Compact” forces governments to cut or privatise resources for social housing support. The business with financial real-estate assets is booming again, especially in Germany. At the same critical interventions, protests, blockades and squats have risen broadly. Since 2013 the “European Action Coalition for the Right to Housing and to the City” is trying to develop new approaches for a transnational cooperation between multiple local alliances. Through common interventions and coordinated decentralized action it intends to challenge the global real estate business (“Anti-Mipim” in Cannes) as well as the European austerity regime. Activists from „Droit au Logement“ (Paris), „Colectivo Habita“ (Lisbon), „SPOK“ (Amsterdam) and from tenant organizations in Germany will report about the transnational dimensions of their local struggles and about their experiences building a transnational cooperation.
